Signals aggregate from four streams. (a) State legislative bill trackers via NCSL. (b) Executive orders and agency rulemaking. (c) Community of Practice discussions surfacing the questions state teams are asking. (d) Federal agency and TA-center guidance releases. A trend graduates from Watch to Rising when at least 3 states show activity in the same quarter. It graduates from Rising to Hot when 5+ states show activity plus a federal signal.
